BetRivers shows how little a brand name tells you. In Pennsylvania it operates as Rush Street Interactive PA, LLC under PGCB license 110298, on behalf of Rivers Casino Philadelphia and Rivers Casino Pittsburgh. In Michigan it’s Rush Street Interactive MI, LLC, licensed by the MGCB in partnership with Little River Casino Resort. In West Virginia it’s RSI WV, LLC, licensed by the West Virginia Lottery Commission as an i-Gaming Management Services Provider under West Virginia Code 29-22E-1, working with Mountaineer Park. Three states, three companies, three casino partners, three separate promotions pages behind a state selector, so whatever offer a friend two states over showed you belongs to a different licensee entirely.
Those regulators aren’t decorative either. DraftKings has its games tested by the New Jersey Division of Gaming Enforcement, FanDuel operates in Michigan under state license IGSL007399-20-001, and the Michigan Gaming Control Board sits at 3062 W. Grand Blvd., Suite L-700 in Detroit and answers the phone at 313-456-4100.
Delaware gives you nothing to compare. The Delaware Lottery runs internet games through Delaware Park, Bally’s Dover and Harrington on platforms it describes as “powered by BetRivers,” and it tells players they must be 21 and inside Delaware to play. Rhode Island is just as small, its Department of Business Regulation overseeing exactly two casinos, Bally’s Twin River Lincoln and Bally’s Tiverton. Advice about comparing five welcome offers doesn’t survive contact with either state.
New Jersey, Pennsylvania and Michigan are where shopping is real. DraftKings Casino is licensed by the New Jersey Division of Gaming Enforcement under the Casino Control Act, FanDuel Casino is authorized by the Michigan Gaming Control Board, Hard Rock Bet runs casino offers in both New Jersey and Michigan, and BetRivers covers Pennsylvania, Michigan and West Virginia. Connecticut and West Virginia carry a shorter roster, so check the regulator’s licensee list before assuming your brand is there.
Now the surprising part. In most of those seven states, the big offshore names have already shown you the door. Bovada, Ignition and Slots.lv all bar residents of New Jersey, New York, Maryland, Delaware and Nevada in their own terms, and Slots.lv adds Quebec and Nova Scotia. Bovada’s two documents disagree with each other about the rest. Its Terms of Service, updated 3 January 2024, names five states in section 2.3. Its live help center restricted list, checked 13 July 2026, names about twenty jurisdictions including Arizona, Colorado, Connecticut, Kansas, Louisiana, Massachusetts, Michigan, New Hampshire, Ohio, Pennsylvania, Rhode Island, Tennessee, Vermont, West Virginia and the District of Columbia. Both are Bovada’s. Neither has been withdrawn.
Follow that through and the two routes barely overlap. If you’re in Pennsylvania, Michigan, West Virginia, Connecticut or Rhode Island, the regulated app isn’t a compromise, it’s what’s left after the offshore casino excluded you.
Three of the six offshore casinos below never print a list at all. Cafe Casino’s terms don’t enumerate excluded states. Wild Casino and Super Slots both point at a paragraph 15 that their terms never actually show. Nobody can hand you a reliable table for those three, including us, so treat the cashier at signup as the real test and stop there if it declines you.
For readers in the other forty-three states, coin-based sweepstakes casinos are a third route, and buying a coin package is a retail purchase rather than a funded gambling account, so nothing about it behaves like a deposit match. What a Regulated Casino Bonus Looks Like
Regulated offers look small next to an offshore banner, and they’re usually the better deal, because the playthrough attached to them is a fraction of the size.
Hard Rock Bet’s “Up to $1,000 Back in Casino Bonus” makes the point in four words, requiring “a 1x wager within 14 days.” One times. Not twenty-five, not forty. The rest of the structure follows from that. You place a real-money slot wager, a 24-hour timer starts, and if you’re down at the end of it the casino awards a bonus equal to what you lost on slots, covering 100% of first-day slot losses up to $1,000. Only cash wagered on slots counts toward the rebate, and only slot games count toward clearing the bonus afterward.

Spins behave differently here than they do at an offshore casino, and for a slots player that’s the difference that matters most. Watch the timing and the preconditions rather than the size. One control the regulated apps hand you and the offshore casinos don’t is the exit. Hard Rock Bet lets you cancel a live bonus through Account, then Rewards, then Casino Bonuses, tapping the info icon and selecting Forfeit Campaign, and it says outright that doing so removes the bonus and any winnings from it. DraftKings makes the same point about forfeiture being non-reversible. Knowing you can walk away mid-clear changes how a tight expiry window feels.
Terms move around, so confirm the current figure on the operator’s site before you deposit. What the Rollover Actually Costs You, in Dollars
Two bonuses with identical banners can be thousands of dollars apart in required action, and the multiplier is only half the reason. The other half is what the multiplier is applied to.
Deposit $100, take a $100 match, and the arithmetic goes like this. Bovada’s 25x on deposit plus bonus asks for $5,000 of wagering. Ignition’s 30x asks $6,000. Slots.lv’s 35x asks $7,000. Cafe Casino’s 40x asks $8,000. All four multiply the combined $200, not the $100 bonus by itself, and that choice is doing more work than the multiplier. Run Slots.lv’s same 35x against the bonus alone and the requirement drops to $3,500, exactly half. Nobody advertises which base they use, and it’s the first thing you should check.
At small stakes the effect gets sharper. Cafe Casino takes a $20 minimum deposit, and its 300% crypto match turns that into $80 of combined funds. Forty times $80 is $3,200 of wagering, and it has to be finished within seven days of the bonus landing. A $20 deposit, carrying a $3,200 obligation, on a one-week clock.

What the Bonus is Worth Once the Reels Take Their Cut
A $100 match isn’t $100. At these multipliers it usually isn’t even half, and the arithmetic that shows why takes about a minute.
Slots run roughly 2% to 10% against you over the long run, which is another way of saying a slot pays back somewhere between 90 and 98 cents on the dollar across enough spins to matter. Put $7,000 through a game holding 4% and the long-run cost of that action is about $280. You did that to unlock $100. Run the same 4% against the other requirements and you get about $200 at Bovada’s 25x, $240 at Ignition’s 30x and $320 at Cafe Casino’s 40x. Pick a tighter game at the 2% end and $7,000 costs about $140. Pick a loose-looking one holding 10% and the same requirement costs about $700.
None of that is a prediction about tonight. It’s an average across far more spins than any welcome offer will make you play, and a single session lands nowhere near it in either direction. Volatility is the reason the average feels like a lie while you’re playing, and it’s also the reason a short clock and a swingy game are a bad pairing.
Break-even edge on a $100 bonus
The break-even is the part to carry around with you. A $100 bonus against $7,000 of required action only pays for its own grind if the game holds less than about 1.4%. At Cafe Casino’s 40x that threshold drops to about 1.25%. At Bovada’s 25x it rises to 2.0%, which is the very best a slot gets to. House edge

Run the same arithmetic against a 1x regulated playthrough and the answer changes completely. Two hundred dollars of required action against a $100 credit costs about $8 at that same 4%. Same game, same edge, different multiplier, and the entire economics of the offer flips.
Slots Count for All of it, and Almost Nothing Else Does
The contribution chart is the one table to read before you deposit, because it quietly decides whether an offer is clearable at all rather than merely slow.
Slots carry 100% at every casino here, and the drop-off below them is steeper than most players expect. Slots.lv prints its full chart, so it makes the clearest reference. Slots and specialty games count 100%. Table games count 20%. Video poker and blackjack count 10%. Roulette and baccarat count 5%. Double-deck blackjack counts 2%. Craps, classic single-deck blackjack, every live dealer table and all Hot Drop Jackpot games count nothing, and the live dealer and Hot Drop games can’t be played with bonus funds at all.
Ignition weights the same universe differently. Slots and bingo count 100%, live casino and table games count 10%, arcade games count 5%, and mini games, video poker, crash games, craps and every jackpot or progressive game count zero, with a footnote confirming those “do not apply to Rollover on any of the Bonuses.”
Aim that at a slots player and the sting is obvious. A progressive and a live-dealer session between spins are exactly what a slots player reaches for, and they’re the two entries on both charts that count for nothing. DraftKings Casino inverts exactly that rule, which is the sharpest illustration that these percentages are house policy rather than an industry standard. Its chart counts most slots and keno at 100%, blackjack, roulette, other table games, live dealer, Exit Bet games and a named group of “Select Slots” at 20%, and craps, baccarat, live dealer craps, live dealer baccarat, video poker and other variety games at zero. Jackpot contributions count 100% no matter which game the jackpot sits on. Its Select Slots list also proves that a slot isn’t automatically a full-weight game even at a regulated casino, naming titles like Mega Joker, Starmania, Blood Suckers Megaways and Pearl of the Caribbean as 20% games.
Zero means two different things depending on the casino, and the distinction costs money. Sometimes a wager simply earns nothing toward the requirement while your balance still drains. Sometimes the game is closed to bonus funds entirely, which is the Slots.lv treatment of live dealer and Hot Drop.
Bovada handles this per offer instead of site-wide, saying slots contribute 100% while “some games contribute differently,” with the actual chart attached to each individual bonus rather than to the site. Cafe Casino confirms a chart exists without showing a single percentage of it. Wild Casino’s contribution table never actually displays, and Super Slots keeps its welcome terms behind a login. The cap on what you can keep binds harder than the count does. Slots.lv caps cashout from its welcome spins at $50. Cafe Casino caps spin winnings at $100 a day and $300 across the three days. Wild Casino caps its spin winnings at $100, and so does Super Slots. Hit a five-figure result on a spin at any of them and you take home the cap.
Expiry eats whatever the cap leaves. Wild Casino releases 25 spins a day for ten days and each day’s batch dies 24 hours after it’s issued. Super Slots’ spins carry the same 24-hour life. A banner reading 250 or 300 spins is really ten or more short windows you have to show up for, and missing three days costs you 75 spins with no recovery.
Two of those counts can’t be priced at all. Wild Casino states no per-spin stake and neither does Super Slots, so 250 and 300 are counts without a unit attached. Guessing at a value would be inventing the figure that matters most, so treat both as unpriced until the cashier tells you otherwise.

A no-deposit offer is real money and it’s smaller than it sounds, and the ceiling on the winnings is the whole story.
Bovada terms, section 4.9
Bovada is the only casino here that writes its rule down. Under section 4.9 of its terms, unless a specific bonus says otherwise, a no-deposit bonus under $100 caps winnings at $125, and a no-deposit bonus over $100 caps them at one times the bonus. The upside is fixed before the first spin. A deposit match at the same casino gets a different clause entirely, releasing funds after the 25x rollover with no equivalent ceiling.
Work out what that does and the offer’s purpose becomes clear. A no-deposit bonus is a trial of the software, the lobby and the cashier, and no run of luck converts it into a bankroll. Treating it as a lottery ticket is the reliable way to be disappointed by one.
On the regulated side, a genuine no-deposit credit is scarce and depends on which state you’re in. The closest thing among the offers checked for this page is a spin package that still requires a $10 deposit to trigger, which isn’t a no-deposit offer at all. None of the seven states has a standing no-deposit slots promotion we’d name here, and we won’t name a figure without an operator page behind it.
The offshore side is thinner than the search results suggest. A warning earns its place right about here. Affiliate pages advertise Bovada no-deposit codes and specific dollar amounts that Bovada’s own promotions page doesn’t carry. A code you find on a review site is a reason to go check, not a reason to expect anything, and a casino is under no obligation to honor a figure it never advertised.
Signing up still costs you something, just not money. Registration and identity verification come first, and an identity check on a $20 credit catches a lot of people off guard because it feels disproportionate to the stake. The multiplier attached to a no-deposit offer also tends to run higher than a deposit match, which combines badly with a fixed ceiling. The Clauses That Take the Online Slots Bonuses Back

Which Bonus Fits the Way You Actually Play
The fastest-clearing offer is almost never the biggest one, and for a lot of players the right answer is a small match or no match at all.
Start from what you already know about yourself. How much you’re depositing, whether you like games that swing the balance hard, and whether you want a withdrawal at the end or just a longer session. Those settle it faster than any comparison table.

Bonus Terms Worth Walking Away From
A handful of clauses tell you an offer was designed to be kept rather than paid, and every one of them is visible before you deposit.
Walk away from a multiplier of 50x or more applied to deposit plus bonus rather than the bonus alone. That’s our bar rather than an industry rule, and almost nothing on this page crosses it. Walk away from a large match on a seven-day window, the shape Cafe Casino’s 40x-in-seven-days shows most clearly, and from a maximum-bet cap low enough that clearing takes hundreds of small spins, which is what Ignition’s 20%-of-deposit rule does to a large match. Wording that deducts the bonus at cashout means you were never playing for the advertised figure in the first place, so that one goes too.
The disclosure failures matter just as much. A casino that won’t show you its contribution chart, as at Wild Casino and Super Slots, is asking you to accept a rule it won’t state. A licensing line naming no regulator at all is worse, and both of those casinos manage it, one claiming to be licensed and fully regulated while naming no jurisdiction and the other naming nothing anywhere. The money doesn’t care where the stake came from. A jackpot hit with bonus credits is taxable exactly like one hit with your own cash, and the paperwork behaves the same way.
Federal reporting, calendar year 2026
The reporting threshold moved. The IRS instructions for Forms W-2G and 5754, revised January 2026, state that for calendar years after 2025 the minimum threshold for reporting is adjusted yearly for inflation, and that the minimum threshold amount for payments made in calendar year 2026 is $2,000, with per-game-type figures directed to Publication 1099. Slots are treated separately from most gambling in one useful way, since regular gambling withholding doesn’t apply to slot machine winnings at all. Backup withholding at 24% does apply if you don’t give the payer a taxpayer identification number, and a payee meeting the reporting threshold on slots has to produce two forms of identification, one carrying a photo.
The obligation exists with or without a form. IRS Topic 419 states that gambling winnings are fully taxable and that you must report all gambling winnings on Form 1040 or 1040-SR, “including winnings that aren’t reported on a Form W-2G.” A casino that never sends you a document has not made your winnings tax-free, it has simply left the reporting entirely to you.
Losses come with two conditions. They’re deductible only if you itemize on Schedule A, and only up to the amount of gambling income you reported, so a losing year is not a deduction against your salary.
Paperwork is where the two routes part company most visibly. A state-licensed casino issues the form, withholds where required and keeps the record. An offshore casino reports nothing to anyone, and none of that changes what you owe. Anything about your own return belongs with a tax professional rather than a slots site.
Claiming One Without Losing it on Step Three

The card side carries a cost the banner doesn’t mention. Cafe Casino charges 5.90% on Visa and Mastercard deposits, so the bigger card match arrives on a smaller net deposit than you intended. Age is where the two routes genuinely differ. Bovada’s terms set 18 as the minimum, and Ignition’s do the same. Every one of the seven regulated states requires 21 for online casino play, and the Delaware Lottery tells players they must be 21 and inside the state. What is balance parking, and can it cost me a bonus I’ve almost cleared?
