SR 131 is the only recent measure that touched casino gaming at all. Senators Carden Summers, Billy Hickman, Brandon Beach, and Lee Anderson filed it in February 2025, proposing an amendment for at least eight casino licenses at a 20% tax, with proceeds routed to a new Georgia Gaming Proceeds Fund, the first $2 billion split among Georgia’s counties and 5% of revenue above a later milestone aimed at addiction prevention. It never reached a ballot. The detail most Georgia players miss is that SR 131 restricted gaming to physical locations and did not authorize online casino play, so even the casino amendment, had it passed, would have left your phone exactly where it is today.

HB 353, passed in 2024, is the last real change to any of this. It raised the Class A prize ceiling to $50, bringing Georgia closer to how most states handle amusement redemption. It brought gift cards into the allowable-prize list, non-reloadable ones immediately, with a July 1, 2026 transition after which Class A machines may award replays plus non-reloadable and reloadable gift cards, and Class B machines may award replays, lottery products, and non-reloadable and reloadable gift cards. That shift matters more to a player than it sounds, because a gift card travels and a store credit only spends where you won it. HB 353 also raised the state’s cut from 10% to 13% of net receipts, with the location licensee and the master licensee splitting the rest at 43.5% each, and it let licensees pick one-, two-, or three-year license terms at renewal instead of annual paperwork. Licensees now get a 1099 from the Georgia Lottery Corporation every year.
