No, and nothing on the books here comes close to the regulated iGaming markets in New Jersey or Michigan. Every real-money slot spin made from North Carolina happens somewhere the state has no authority over.
The statute doing the work is G.S. 14-292, and it is short enough to translate cleanly. Slot machine, as North Carolina defines it
Slot machines get their own definition in G.S. 14-306, and whoever drafted it left no room for clever product design. A device counts as a slot machine if payment of a coin, token, credit card, debit card, prepaid card “or any other method that requires payment to activate play, whether directly into the slot machine or device or resulting in remote activation,” causes it to run in a way where the user may become entitled to money, credit, allowance or anything of value. That phrase about remote activation went in deliberately. A cabinet in a back room in Greensboro pulling results off a server in another country is still a slot machine in North Carolina.
There is an amusement exception and it is tiny. Subsection (b)(2) allows machines that cap accumulated credits at eight and award prizes worth no more than ten dollars, and subsection (d) kills the exception the moment anything pays off in cash. Those two subsections are the whole space this state leaves for a coin-operated game with a prize attached.
Enforcement has followed the operators, not the players. Prosecutions here have gone after storefront owners, machine distributors and sweepstakes cafe operators, with G.S. 14-309 attaching separate criminal liability to whoever makes an unlawful payout. Someone spinning a slot on an offshore site from their living room is theoretically exposed under 14-292 and, in practice, has never been the target. Read that as a description of how enforcement has worked and not as a promise about how it will.
Nobody in state government could license an online casino even if an operator asked. North Carolina has a State Lottery Commission whose authority runs to lottery products and sports wagering, and no gaming commission of any kind. Building an iGaming market here would mean creating the regulator alongside the law.

Those two operations got there by different roads, and the difference explains how a state that criminalizes slot machines ends up with three slot floors. The Eastern Band operates under a Tribal-State gaming compact on long-held reservation land, and North Carolina’s own sweepstakes statute at G.S. 14-306.4(d) declines to make anything unlawful that is conducted on Indian lands under an approved compact. The Catawba route ran through federal land first. Interior took roughly 17 acres in Cleveland County into trust in March 2020 under the Catawba Indian Tribe of South Carolina Land Claims Settlement Act of 1993, using the Indian Gaming Regulatory Act’s restored-lands exception, then approved the tribe’s Class III compact with North Carolina in March 2021.
Geography is the practical problem. North Carolina runs about 500 miles end to end and two of the three floors sit at the far western tip. From Raleigh, Cherokee is roughly a six-hour drive and Murphy is longer, and from Wilmington or Greenville it is worse. Kings Mountain fixed that for the Charlotte metro and the I-85 corridor. For everyone in the eastern half of the state a casino night is still a weekend trip rather than an evening out, and that drive is most of the reason anyone asks the online question at all.
What does not exist here matters too. North Carolina has no commercial non-tribal casinos, no racinos, no historical horse racing parlors, and no legal bar-top video lottery terminals. The 2023 attempt to authorize commercial casinos and terminals failed, and nothing replaced it.

House Bill 347 was signed on June 14, 2023 and became Session Law 2023-42, titled Sports Wagering/Horse Racing Wagering. Licensed mobile sportsbooks went live at noon on March 11, 2024 with eight operators launching at once. The roster has moved since. The Lottery Commission’s current approved list runs seven deep, covering FanDuel, BetMGM, DraftKings, Fanatics, bet365, theScore Bet and Caesars Sportsbook operating through the Eastern Band’s Tribal Casino Gaming Enterprise.
The build was not cheap for operators. An interactive sports wagering license costs $1,000,000 under G.S. 18C-904, and the state taxes gross wagering revenue at 18 percent under G.S. 105-113.126. Of what that tax brings in, $2 million a year goes to the Department of Health and Human Services for gambling addiction education and treatment before anything else gets paid.
Lawmakers handed sports wagering to the existing State Lottery Commission instead of standing up a gaming commission, which tells you how a future iGaming bill would likely be structured. North Carolina bolted a vertical onto an agency it already had.
G.S. 18C-902(a), the sports wagering carve-out
The reason a sportsbook license carries no casino authority sits in one sentence of the enabling statute. G.S. 18C-902(a) opens by declaring that “notwithstanding any provision of Article 37 of Chapter 14 of the General Statutes, sports wagering on sporting events as authorized … shall not be considered unlawful.” Article 37 is the gambling ban, including 14-292 and the slot machine definition, and the legislature carved exactly one activity out of it. Slots were never in the bill, and the licensed app on your phone legally cannot show you one.
