Wyoming Slot Casinos

Wind River is the only floor in the state with a real table pit, and it is the only one that will rent you a room and sell you a sports bet in the same building.

The machine counts do not agree, and the gap is instructive
Wind River’s own homepage advertises over 500 Vegas-style machines. The state tourism listing for the same property says more than 700. Hotel booking engines publish 781. Casino directories round it to 800 and print that as fact. Nobody is lying, exactly, because a floor gets reconfigured and a marketing page gets updated on a different schedule than a distribution feed, but four numbers for one room should tell you how much of the published detail about this state is copied rather than checked.
So the list above carries the operator’s own figure and the date we read it, and where a property publishes nothing we say so rather than borrowing somebody else’s arithmetic. If the exact count matters to your trip, the player services desk knows and the internet does not.
What the four floors actually give you
- Wind River is the only property with a table pit worth the name, running blackjack, roulette and live poker alongside the reels, plus the Buffalo Sportsbook and a smoke-free 90-room hotel.
- Shoshone Rose is the second-largest floor, with a designated non-smoking gaming area, a 61-room hotel, an indoor pool and the Deka-Guy Hee restaurant.
- 789 Smoke Shop & Casino traces its roots to a bingo hall that opened in 1991 and spreads its machines across three gaming areas, next to one of the larger tobacco counters in the state.
- Little Wind at Ethete is the small one, machines and a restaurant, and it is the obvious stop for anyone in the area for the Ethete Celebration Powwow.
Why a State With No Commercial Casinos Has Class III Floors
Wyoming prohibits gambling by default. Under Wyo. Stat. § 6-7-102 a person who gambles commits a misdemeanor carrying up to six months and a $750 fine, and professional gambling is a felony carrying up to three years and $3,000. There is no commercial casino statute, no racino statute and no card room statute. Which raises an obvious question about the four buildings above.
A charitable exception opened the door
The answer sits in the definitions section rather than the penalty section. Wyo. Stat. § 6-7-101 carves a long list of activities out of the definition of gambling, and subsection (a)(iii)(E) covers any game, wager or transaction tied to a bona fide social relationship. The Tenth Circuit read that exception in Northern Arapaho Tribe v. Wyoming, 389 F.3d 1308 (10th Cir. 2004), and held that because Wyoming permits those games at all, the Indian Gaming Regulatory Act opened Class III casino gaming to the tribe on its lands.
So a state that never authorized a single commercial slot machine ended up with four casino floors inside its borders, on the strength of a clause written to protect a friendly card game. Casino-style gaming followed on the reservation the next year.
One tribe operates on a compact, the other never will
The two nations reached the same destination by different roads, and the difference still shows. The Northern Arapaho run their floors under Secretarial Procedures issued by the Department of the Interior, which is the mechanism IGRA provides when a state will not negotiate, and it leaves Wyoming with no role in their gaming at all. The Eastern Shoshone signed Wyoming’s first Class III compact in 2006, and Interior approved a replacement compact effective August 22, 2016.
The 2006 compact is the version posted publicly, and it is worth reading because it shows what a Wyoming casino floor answers to. It caps the tribe at four gaming premises totaling 69,000 square feet of gaming floor, requires the property to post the odds paid on winning wagers, requires a payment dispute to reach somebody other than whoever made the first decision, and bars any patron under the age of 18 from wagering or loitering in the gaming area. The 2016 compact supersedes it and Interior has not posted that text alongside the original, so treat those specific terms as the 2006 language unless the property tells you otherwise. The 2006 text sits on the Bureau of Indian Affairs site.
The Machines That Look Like Slots and Are Not
Here is the part that no map of Wyoming gambling gets across. The overwhelming majority of reel-spinning cabinets in this state are not slot machines and are not in casinos. They sit in bars, truck stops, smoke shops and dedicated parlors in the towns where most Wyoming residents actually live, hours from the reservation, and they are governed by two entirely separate bodies of law.
Historic horse racing, the machine that ate Wyoming
An HHR terminal takes a pari-mutuel wager on races that were run years ago, with the identifying details stripped out and handicapping information offered before you commit. Players bet into a shared pool, the operator takes a commission of roughly 8 percent off the top, and the remaining 92 percent goes back to whoever picked correctly. The reels on the screen are an entertainment display over a betting pool, which is precisely why the machine is lawful in a state that outlaws slot machines everywhere off tribal land. The Wyoming Gaming Commission explains the mechanic on its own site.
The scale is the surprising part. The Commission counted 1,314 active terminals across 46 approved locations in its 2025 annual report, payouts to players passed $2 billion for the year, and cities and counties collected about $24.9 million. Statute sets no cap on the number of terminals at a location, no maximum wager and no maximum payout, which is a materially different product from the four-machine bar corner described below.
Skill-based amusement games, the four-machine rule
The other category arrived through 2020 legislation and lives under Wyo. Stat. § 11-25-303. A skill-based amusement game has to carry an independent laboratory report certifying that player skill, not chance, primarily decides the outcome. No play may exceed $3.00, no payout may exceed $3,000, and no establishment may run more than four of them at one time.
The placement rules tightened this year. Senate File 46 restricted the machines to venues licensed to sell alcohol for consumption on the premises and required them to sit in the area where drinks are actually sold, which pushed them out of grocery stores and similar rooms where families pass through. Existing hosts that no longer qualify may run until their current permit expires and cannot renew after that.

Where the Nearest Machine Actually Is
Wyoming’s casino cluster and Wyoming’s population sit in different parts of the state, which is the practical fact that governs most trips. Nobody in Cheyenne is driving to a slot machine on a weeknight.

What is being built
What is there Wyoming Downs and 307 Horse Racing broke ground in 2026 on a $80 million, 58,000 square foot venue in southern Laramie County east of Interstate 25, planned for 600 HHR terminals, simulcast wagering and dining. If it opens as designed it will hold more machines than any casino in the state, and not one of them will be a slot machine.
What a Wyoming Machine Gives Back
Ask what the worst legally permitted machine in Wyoming has to hand back and there is no answer, because no Wyoming statute ever names a figure. Other states do write one down, and Pennsylvania will not let a licensed slot sit below 85 percent of theoretical payout. Title 11 obliges a racing terminal and a skill game to return nothing in particular, and on a tribal floor no state agency has the jurisdiction to set a number even if the Legislature wanted one.
What you can work out varies sharply by machine, and it is worth knowing which number you are actually looking at before you trust it.
The one figure you can compute
Pari-mutuel math is public by design. The Commission describes an operator commission of approximately 8 percent taken off the top of the HHR pool, with the remaining 92 percent returned to winning wagers, and it publishes handle and payout figures by year. That is a pool return rather than a per-machine payback percentage, and the two are not interchangeable, but it is more disclosure than a casino floor anywhere in this state offers.
The ones you cannot
- No Wyoming tribal casino publishes a payback figure for any machine, and no state board collects win and handle for those floors, so no arithmetic gets you there. The Eastern Shoshone compact requires the property to post the odds paid on a winning wager, which is a different and much narrower promise than a return percentage.
- Skill games clear an independent laboratory test for skill dominance, not for generosity. A certificate saying the outcome turns on your input says nothing about what the cabinet keeps.
- Offshore sites disclose nothing at all on this front, which the reviews further down deal with directly.
The one comparison Wyoming lets you make
Three machine classes, three levels of disclosure. A pari-mutuel terminal publishes its takeout because pooled wagering cannot work any other way. A skill game publishes a certificate about skill and nothing about money. A tribal slot machine publishes the odds on a winning wager and no return figure at all. That ranking has nothing to do with which machine treats you best, and everything to do with which law happens to require the arithmetic.
Online Slots and What the Wyoming Regulator Says About Them
No agency in this state licenses an online slot, and the Wyoming Gaming Commission has been unusually blunt about it. In a May 2025 press release the Commission stated that no online casino, iGaming or sweepstakes site holds a license from it and that all of them operate illegally in Wyoming. Executive Director Nicholas Larramendy added that patrons who use unlicensed platforms “do so at their own risk,” and that the Commission cannot intervene in disputes over winnings or account closures.
One detail in that release is specific to this state and deserves more attention than it gets. The Commission warned that some of these operations have registered Wyoming LLCs and display Wyoming addresses on their websites. Wyoming’s business filing rules are famously accommodating, so a Cheyenne mailing address on a casino site here proves less than it would almost anywhere else. A registered agent is not a regulator, and the Commission’s own press page carries the full statement.
Which leaves offshore, and what that actually means
An offshore casino accepts Wyoming players from a foreign jurisdiction. It carries no Wyoming license, answers to no Wyoming agency, and leaves you with no state office to write to when a payout stalls, which is the whole of what the Commission was warning about. Naming the ones that operate here and reading their terms is more use to somebody already looking at them than pretending the category away, so the section further down does that.
The Bills That Tried, and the One Trying the Opposite Direction
Wyoming has taken two runs at licensing online casino games and both died early. House Bill 0120 failed introduction in the 2024 budget session by a vote of 25 to 36, short of the two-thirds a non-budget bill needs in an even-numbered year. House Bill 0162 followed in 2025, would have required the Commission to issue at least five interactive gaming permits, and expired in the Travel, Recreation, Wildlife and Cultural Resources Committee when no member would second a motion to work it. Tribal opposition and problem-gambling concerns both featured in that hearing.
The economics were never the obstacle. A Spectrum Gaming Group feasibility study commissioned by the Commission and the Legislature projected between $93.4 million and $138.4 million in first-year revenue at the tax rate Wyoming already applies to skill games and historic racing, and found little evidence of erosion in comparable markets. The politics were the obstacle, and the politics have since moved in the other direction.
The 2026 draft that would ban it outright
At its July 2026 meeting the Legislature’s Select Committee on Gaming took up a draft titled online casinos and sweepstakes prohibited, which would fold both categories into the state’s definition of professional gambling. Larramendy told the committee that offshore operators were taking thousands of dollars from Wyoming residents who then found their accounts closed with no practical route to recovery. Lawyers for one sweepstakes operator argued the definitions swept in ordinary promotional games. The committee laid the bill back for lack of information and meets again in Evanston on September 29. The Legislature posts the draft text.
So the realistic read for anyone in this state is that a licensed Wyoming online slot is further away today than it was in 2025, and the live legislative question is whether the unregulated market gets criminalized rather than captured. Legislative status ages faster than anything else on this page, so check it against the date at the foot before leaning on it.
The Offshore Casinos That Take Wyoming Players
Wyoming residents already know what regulated mobile gambling feels like, which most states in this position cannot say. The tribal number is contested, so call ahead
Published sources split on this one and we are not going to pretend otherwise. The compact text and at least one property’s own promotional terms point to 18. Several travel and directory sites state that operators require 21 for entry to the gaming floor. Both can be true at once, because a tribe may set a house rule above its compact floor and may change it without telling anybody outside Fremont County, and a compact age is a minimum rather than a guarantee of admission.
A precedent from a neighboring category shows how quickly these move. North Carolina raised its tribal gaming age from 18 to 21 by compact amendment in 2001, and the same building turned away a patron the next year that it had admitted the year before, with no change in state law at all. If a birthday is close to the line, phone the property before you drive four hours.
Sports Betting and the Lottery, Because People Mix Them Up
Wyoming legalized online sports wagering with House Bill 133, signed in April 2021, and the first apps went live on September 1 that year. It is a mobile-only market with no state-licensed retail sportsbook, one of a small handful of states built that way, and the Commission has permitted operators including DraftKings, FanDuel, BetMGM, Caesars and Fanatics. Operators pay 10 percent of revenue, and the first $300,000 of it each year goes to the Department of Health to fund problem-gambling prevention and treatment in the counties.
None of that authorization touches a slot reel, which is the confusion this section exists to clear. A state can take your money on a football game through a licensed app and still license nothing that spins. The one wrinkle is on tribal land, where Wind River operates the Buffalo Sportsbook as an in-person book under tribal authority rather than a state permit.
The lottery, and what it does not sell

Pari-mutuel wagering only happens in a Wyoming county whose voters approved it, and only 16 of the state’s 23 counties have done so. That single fact explains more about where the machines sit than any operator’s expansion strategy, and it means a drive across a county line can change what is legally available to you.
The politics have sharpened as the money has grown. Lawmakers spent the 2025 interim and the 2026 session on drafts that would give cities and towns a formal statutory role in approving simulcasting and historic racing permits, modeled on the liquor licensing process, after local governments pushed hard for one. Casper’s council weighed a 180-day moratorium on new historic racing establishments.
