Two of those seven put a minimum payback in writing, and if I had to defend a state licence in one sentence, that’s the sentence I’d pick. New Jersey’s rule leaves no wiggle room.

Each slot machine game which requires a wager shall have a theoretical return to player (RTP) equal to or greater than 83 percent. (N.J.A.C. 13:69E-1.28A(a))
The same rule stops a game getting stingier as you bet more. Theoretical return can’t drop by more than one-hundredth of a percentage point when the wager goes up, and the drops across a game’s whole ladder of wagers can’t add up to more than half a point. Pennsylvania takes a different road to the same idea, setting its floor at 85% calculated on the lowest possible wager and forbidding the game from reaching 100% at the highest eligible wager, so the house keeps an edge at every stake by rule rather than by choice.
A floor is worth more than it sounds, because it’s a figure a state can hold a licensee to with a licence on the other end of the argument. None of the six offshore casinos further down states a payout floor anywhere on its own site.
More than a decade separates the first of these states from the most recent, so this was never a wave. Two went live in 2013 and then nothing happened for almost six years. A licence count also isn’t a roster. In every one of the seven, an online casino operates underneath an in-state land-based licence holder, so how many brands you get to choose from is capped by how many of those licence holders your state has. That’s why one state offers you a dozen casinos and another offers a couple.
Three routes come out of all that. In the seven, you have state-licensed casinos. Outside them, prize-play sites cover most of the country. And offshore casinos take players from most states regardless of either, with no US licence behind any of them.

Super Slots tells you less about itself than any casino on this page, and that’s the review. Its legality page says only that it is an international company, “legally licensed and fully regulated,” and then names no jurisdiction, no regulator and no licence at all. No minimum-age clause appears on any of its primary pages. Excluded states point to the same phantom paragraph 15 as its sister site. A $6,000 welcome deposit bonus gets advertised alongside a 300-free-spin first-deposit offer with a $100 cap and 24-hour expiry, but the match percentage, the rollover multiplier and the maximum release aren’t stated anywhere a player can read before signing up. What it does state stands up. All deposits carry a 1x wagering condition before withdrawal, crypto reaches your wallet inside 24 hours, a bank wire costs $45 or 3% and can take 15 business days, card deposits carry a three-day hold, a chargeback forfeits your entire balance, and its bonus wallet covers 160-plus eligible games.
Four of these six behave alike at the cashier and read alike in their bonus terms, and the matching Curaçao licence shared by Slots.lv and Cafe Casino is the closest any of them comes to admitting the connection. Ignition’s version comes with teeth. Reaching the account from one of those five states can mean revoked access and a balance treated as null and void, so it isn’t only a signup gate, it’s a condition that follows the account afterwards.
Bovada is the interesting one, because both of its documents are its own. The terms of service PDF, updated 3 January 2024, names five excluded states. The live help center page restricts 20 jurisdictions, adding Pennsylvania, Michigan, West Virginia, Connecticut, Rhode Island, Ohio, Tennessee, Massachusetts, Arizona, Colorado, Kansas, Louisiana, New Hampshire, Vermont and DC. Both are real, and the newer help-centre list is the one actually being enforced, since it reflects state actions that landed after the terms were last revised. A terms PDF nobody has touched in two years won’t stop a wall appearing when you try to register.
Look at what grew between those two lists and the pattern gives itself away. Most of the additions are states whose regulators have since taken an interest, and the cheapest answer to a regulator’s letter is to switch the state off rather than argue. A list read last year is wrong this year, in one direction.
Where absence is the answer, treat it as absence rather than permission. Cafe Casino, Wild Casino and Super Slots not naming your state is not a promise they’ll take you. It’s the lack of a promise, and you find out at the registration screen or, worse, at the first withdrawal. Kentucky is the case worth carrying, since some reviews list it as blocked at Slots.lv while the casino’s own restrictions don’t mention it, and I’ll take the casino’s word on its own door.
Notice which states show up most on Bovada’s live list. Worked example, Cafe Casino
Deposit $100 in crypto at 300% and you’re holding $400 combined. Rollover is 40x on that combined amount, so you owe $16,000 in wagering, and you have seven days to do it. Now put a return on the machine. At a game paying back 96% over the long run, the house keeps four cents of every dollar wagered, and that applies to all $16,000, not to your deposit. The bill runs bigger than the multiplier suggests for two reasons, and the first is the base. Then come the clauses that quietly take the win back. Two of the six won’t say how big their own welcome offer is. Super Slots keeps its match percentage and its rollover multiplier off every page a prospective player can read, and Wild Casino’s match percentage renders nowhere on its own site. A casino that won’t print its own top-line offer is telling you something.

The RTP Figure Nobody Checks
One figure should drive which machine you sit at, and almost every page quoting it is quoting a copy with nothing to do with your session.
Return to player and house edge
Return to player is a long-run payback rate on money wagered, worked out across millions of spins and indifferent to your afternoon. House edge is the gap between what a combination truly odds out at and what the paytable pays when it lands, and every slot is built so that gap stays positive for the house at every stake.
A game’s return is a configured property, not a fixed one, and it can move with the size of your bet inside the same title. New Jersey proves it by legislating against it, capping how far theoretical return may drop as your wager increases at one-hundredth of a percentage point per step, with half a point as the ceiling on the total. A regulator doesn’t write a rule like that about something that can’t happen. The same section also bans a play with odds longer than 100 million to one, which tells you the outer edge of what a licensed game’s maths is allowed to reach for.
Studios put one figure on their own game pages and that’s what the ranking sites copy. Pragmatic Play lists 96.71% for Big Bass Bonanza, 96.50% for Gates of Olympus and 96.48% for Sweet Bonanza. Nolimit City lists 96.08% for Tombstone R.I.P. Those are real figures from the people who built the games, and they still aren’t necessarily the figures running in the lobby you opened. The only copy governing your money is the one inside the game’s own info or paytable panel, on the machine in front of you, and it takes about four seconds to open.
Across the six casinos above, the return figure is simply absent. Bovada states none on its slots guide. Wild Casino’s lobby shows no provider names and no return figures at all. Slots.lv doesn’t surface them either. Six for six, and it reads less like an oversight than a house style.
Don’t over-read a floor, though. Eighty-three or eighty-five percent is a minimum, not a target, and deployed games generally sit well above it. Its value isn’t the figure, it’s that somebody can be held to it. And whatever return a game carries, it never converts into a chance of winning, and a higher one never makes a session profitable. What’s Actually In The Library
Library size is the easiest thing on a casino’s homepage to brag about and the least examined, and the better question is who made the games and whether anybody will say so.
Wild Casino’s own lobby header reads 1,732 titles. Ignition states 300 and up, Cafe Casino 250 and up, Slots.lv 100 and up including its Hot Drop Jackpots, and Bovada declines a figure entirely, calling it hundreds. That 1,732 is a live count, incremented as games land, so it won’t be 1,732 the week you read this and no page quoting it as a fixed figure is being straight with you.
The studio question is where the offshore route thins out. Only Bovada names a studio in its own slots copy, and it names two, Rival and Real Series. RTG gets attached to that platform all over the internet, but Bovada’s own pages don’t say it, so it stays off here. Wild Casino names Rival exactly once, on its video poker page, nowhere near the slots lobby. That matters beyond trivia, because a studio is the unit a return figure attaches to. No studio name means nothing to check, and no way to tell whether the game you’re spinning is the one a review described.

Those are the studios’ own figures, and the deployed copy in any given lobby is still the one governing your spins. One more thing about those counts. Progressive Jackpots And Who Actually Qualifies
The jackpot is funded by you and by everyone else on the machine, and the meter you’re watching is money skimmed off the base game’s return. New Jersey’s rulebook says so from the other direction, letting a progressive’s projected contribution count toward the theoretical return a game needs in order to clear its 83% minimum. The pool isn’t extra. It’s part of the same payback, parked somewhere you probably won’t reach.
Which means an ordinary spin on a progressive pays worse than the same studio’s flat-top version of the same idea. The meter is what you bought with the difference, and whether that’s a good trade depends entirely on whether you qualify for it.
Plenty of progressives only pay their top tier at a maximum bet or with a side bet engaged. Bovada’s own illustration is a 2,000-coin payout that becomes 10,000 coins once you’re betting five coins. Land the winning combination while betting short and you collect the small version of a prize whose big version was never available to you. Playing under the qualifying stake means funding the meter on every spin with no mathematical path to the thing it’s advertising.
Must-drop and time-limited pools work differently, in that the casino has committed to paying out before a deadline. That changes when the pool must go, not what your spin pays while you wait for it, and any page telling you to time your session around a drop is selling you a feeling.
